Win11 Windows security is blank and restricted by IT administrator.

In environments using Windows 11, there have been reports of issues where the Windows Security screen turns completely white (black) after initialization, or the app cannot be launched, displaying the message "Access to some areas of this app has been restricted by your IT administrator."

I actually tried going to "Settings" > "Recovery" > "Reset your PC" and selecting "Keep personal files" and "Remove everything," and both options caused the problem.

And the cause was revealed.

Causes and solutions for Windows security issues

Cause

The reason why Windows Security is failing after this initialization is because the files necessary for Windows Security have been deleted.

Normally, the following folder contains files necessary for Windows security, but for some reason they are deleted after initialization.

C:\Windows\System32\SecurityHealth

If Windows Security is started with the files in the "SecurityHealth" folder deleted, the registry values related to Windows Security will be changed.

Windows Security will no longer function properly due to missing required files and registry changes.

This is probably related to last year's (2023) Windows Update.

*Updates have been made to the Windows Recovery Environment (WinRE).

The fact that Windows Security, a standard feature of Windows 11, does not function properly is a very serious defect and a major problem.is not it.

postscript:

When I installed Windows 11 and inherited my personal files from the installation media, the above problem did not occur.

*We have confirmed that the "Real-time protection function (virus and threat protection)" is working without any problems.

  • I bought a clearance laptop at an electronics retailer and when I started it up, I encountered an issue where the Windows Security screen would not display at all. I installed KB5007651 from this page and the issue was resolved. Thank you very much, wenbang.

*McAfee was originally pre-installed on this PC, so I was lucky I only noticed it by chance, but it's scary to think what would have happened if I had left it alone.

  • I thought I had done a clean install, but the problem you mentioned occurred, so I ran a Bing search and luckily I found your information, which solved the problem. Thank you very much. I also provided the information to Microsoft via the Feedback Hub.

  • If I initialize it now, will this kind of problem occur? I don't like it because I often need to initialize it unexpectedly.
By the way, what happens if you select Fix problems with Windows Update (reinstall now) in System > Recovery?
Will the same problem still occur?

    • Thank you for your comment, Siden.

This problem has been around for quite some time and has not yet been fixed.

I did not experience this issue when I previously performed "Fix problems with Windows Update." Although I have not verified this, doing so may also resolve Windows security issues.

I'll try to recreate the problem over time and see what the results are.

    • Dear Siden,

We tested whether the same problem would occur if we performed "Fix the problem with Windows Update" when Windows Security was in normal operating condition, and found that there was no problem.

  • When I tried to manually download the solution,
This XML file does not appear to have any style information associated with it. The document tree is shown below.
This message appears and I cannot download it.
    What should I do?

    • Thank you for your comment, Anonymous.

I checked, and it showed the same thing in my environment. I was unable to download it even when I opened it on my smartphone, so it's definitely a Microsoft issue.

There may be a temporary restriction on downloads, so please try downloading again after a while. We will update this post if we find anything.

  • I had reinstalled Windows 11 and was having trouble with a quick scan, which said it was restricted by the IT administrator. The method you taught me fixed it in one go. It was a big help!

  • When I reinstalled the OS due to a PC malfunction, I encountered the symptoms described in this article.
I was able to solve the problem using the method described!
    Thank you!
