In environments using Windows 11, there have been reports of issues where the Windows Security screen turns completely white (black) after initialization, or the app cannot be launched, displaying the message "Access to some areas of this app has been restricted by your IT administrator."
I actually tried going to "Settings" > "Recovery" > "Reset your PC" and selecting "Keep personal files" and "Remove everything," and both options caused the problem.
And the cause was revealed.
Windows Security issues after resetting Windows 11
*No third-party security software is installed in this environment.
Issue 1
When I open "Settings" > "Privacy & Security" > "Windows Security" and click on "Virus & threat protection" under "Protection area", I get the message "Page unavailable – Access to some areas of this app has been restricted by your IT administrator. For more information, contact your IT help desk."
Issue 2
When I open "Settings" > "Privacy and Security" > "Windows Security" and click on "App and browser control" under "Protection area", a blank screen appears and closes immediately.
Issue 3
Open "Settings" > "Privacy & Security" > "Windows Security" and click "Device Security" under "Protection area." You will see the message "Standard hardware security is not supported."
Causes and solutions for Windows security issues
Cause
The reason why Windows Security is failing after this initialization is because the files necessary for Windows Security have been deleted.
Normally, the following folder contains files necessary for Windows security, but for some reason they are deleted after initialization.
C:\Windows\System32\SecurityHealth
If Windows Security is started with the files in the "SecurityHealth" folder deleted, the registry values related to Windows Security will be changed.
Windows Security will no longer function properly due to missing required files and registry changes.
This is probably related to last year's (2023) Windows Update.
*Updates have been made to the Windows Recovery Environment (WinRE).
The fact that Windows Security, a standard feature of Windows 11, does not function properly is a very serious defect and a major problem.is not it.

When I installed Windows 11 and inherited my personal files from the installation media, the above problem did not occur.

1. Download the "64-bit" version from the following page.

2. When the "User Account Control" message appears, click "Yes".

This will create a folder with the latest version and a file called "SecurityHealthSetup.exe" in the "SecurityHealth" folder, and the registry will also be repaired, so please restart your PC once.
*If you do not restart your PC, the correct version information may not be updated.
Once your PC boots, open Windows Security.
If you are using other security software, the following three versions may not be displayed.
- Engine version: 0.0.0.0
- Antivirus version: 0.0.0.0

Also, for the "Virus & threat protection" and "Firewall and network protection" items, it may take some time for Windows Security to retrieve the information.
