According to the latest information, a new bug has been discovered in Windows 11 version 22H2.
This bug has been reported by some users, and the bug causes File Explorer to open automatically while an application (such as Zoom) is running.
In addition, there have been reports of a bug where, when browsing a web page in a browser such as Firefox or Edge while one or more Explorer windows are open in the background, the Explorer window pops up and is displayed in the foreground after a few minutes.
*I was unable to confirm this on the PC I own (Windows 11 version 22H2).
Microsoft appears to have acknowledged this issue, but as of now (2023/01/04), it has not been made public.
It's unclear when the issue will be resolved, but Microsoft appears to be working on a fix.

This is a bug that I was unable to confirm in my environment, but earlier when I was browsing a web page in my browser, the minimized Explorer window was automatically restored and brought to the foreground.
OS: Windows 11 Home 22H2 64-bit (22621.1928)
I have applied the latest cumulative update for Windows 11 Version 22H2 (KB5027303), but it seems the issue is still not resolved.

If Explorer opens automatically, or is automatically restored and brought to the foreground even when minimized, it may be due to the tab feature added in Version 22H2.
I rarely use Explorer's tab function, so I've disabled it for now and am seeing what happens.

The preview release of KB5032288 on December 4, 2023 seems to have resolved the issue of the frontmost window. (I'm currently checking by restoring the tab function.)
