Windows 11 startup, shutdown, sign-in, and sign-out sounds are not playing

"Startup, shutdown, and sign-in/sign-out sounds don't play in Windows 11." "Even when I edit the registry and display the settings, no sounds play."

Have you ever experienced this? This phenomenon has been reported frequently, especially when connecting a PC and a monitor via HDMI and using the monitor's built-in speakers.

So this time, I'd like to introduce a homemade software called "WIndows11_SoundON" that will reliably play system sounds regardless of the Windows specifications or environment.

I developed this to solve the "no sound problem" that occurred in my environment, but with the update to Ver 1.1.0.0,"Lock" and "Unlock" sounds that cannot be set by defaultIt's not just for fixing bugs, but also for those who want to customize Windows 11 using their favorite audio files (wav/mp3).

How the tool works

The software introduced here works by registering the tool in the Task Scheduler and having it run automatically when the user logs on, keeping it resident as a background process.

While the software is running, it monitors Windows activity and status changes. Specifically, it not only monitors when the user shuts down or signs out, but also when the userNewly supported in Ver 1.1.0.0It also detects events such as locking and unlocking the screen and plays a sound appropriate to each situation.

The sound file information for startup, shutdown, sign-in, sign-out, lock, and unlock is stored in a configuration file called "config.ini", and the location is read from this file and played. The supported sound file formats are:extension".wav" and ".mp3" files.

In addition, to distinguish between "starting up when the PC is turned on" and "signing out and then signing back in," a record is made in the registry when you sign out. HKEY_CURRENT_USER\Software\WIndows11_SoundON A key is created and the value "logoff" is added. By checking this registry value when the tool is launched, it automatically determines whether it is a normal startup (startup after reboot) or a simple sign-in and plays a sound accordingly.

About the length of the shutdown sound

The sound used for shutting down and signing out is more than 5 seconds In this case, a warning message will be displayed on the tool side. This is because, due to Windows specifications, applications (playing sound) are forcibly terminated approximately 5 seconds after the shutdown process begins. To prevent the sound from being cut off suddenly, the sound used for shutdown isWithin 5 secondsWe recommend that you use the following.

4. Once you have finished selecting the audio file, click the "Save Changes" button.

[Column] Why does no sound sometimes play immediately after startup?

On modern PCs, especially those with fast SSDs, Windows boots so quickly that programs can finish playing sound before the speakers are ready - a phenomenon known as a "race condition."

Why does it vary depending on the environment?

  • HDMI/DisplayPort connected monitor: There is a lag (silence period) of a few seconds between the monitor being turned on, receiving the video signal, and then the audio signal being connected.
  • USB Audio/Bluetooth: It takes time for the device to be recognized and the driver to be loaded after powering on.
  • Laptop built-in speakers: Because it's a direct connection, there's almost no lag, but even so, on a super-fast PC the driver may not load in time.

In other words, the dilemma is that the faster the PC's processing speed, the harder it is to produce sound.

The "BootDelay" feature in this version (Ver 1.1.0.3) is a function that intentionally makes the program "wait" by taking this preparation time into consideration.

  • General PC: 2000ms (2 seconds) is sufficient.
  • If you are getting sound from a monitor: It may take 3000ms to 5000ms (3 to 5 seconds).

Depending on your environment, the UnlockGuard function may be too sensitive and silence the sound that should be playing. If the startup sound doesn't play, try changing the UnlockGuard setting to "0000" as shown in the image.

  • I really appreciate your help as always. Thank you.
Is it possible to have the computer make a sound until the very last moment when it shuts down?

    • Shugiegu-sama

Thank you for your continued support.

Regarding the request to play the shutdown sound until the very last moment, it is technically possible to implement this.
However, due to the specifications of Windows 11, if the audio to be played is longer than 5 seconds, and the system is made to wait until the process is complete, a warning screen saying "Close one app and shut down" will be displayed every time the system shuts down.

While this will affect the tool's appearance, we have decided to add this as an optional feature that can be enabled from the Windows11_SoundON configuration file (config.ini) for users who are willing to accept the display of this warning screen.
Implementing the new features and verifying their functionality will take some time, so please wait a little longer until the next update.

      Thank you in the future.

      • thank you very much
That was a great help!! I really wanted to get rid of the NT shutdown sound,
        This should work.
Please keep doing a good job!

        • Shugiegu-sama

I'm glad to hear that the setup was successful. I'm happy if our website's tools were helpful.

Your kind words of encouragement are very motivating.
If you have any further questions or concerns, please feel free to stop by anytime.
          Thank you in the future.

  • Nice to meet you.
I used to use an app called Winaero Tweaker to change the startup sound of Win11 to the XP sound, but after two Windows updates it was suddenly recognized as a dangerous app, so I had no choice but to delete it and googled to see if there was any way to change it, and that's how I came across this site.
I installed and configured Windows 11_SoundON and it worked perfectly. It even turned on the shutdown sound.

  • Thank you so much for everything.
I had it adjusted but it still doesn't work...I'm sorry for asking again.
Will it start ringing if I adjust the wait time a bit more?
"The program has features like 'fast startup' and 'three
As the reply said, "Review the method of monitoring unlock events," is there anything else we should do on our side?

    • Sano-sama

Thank you so much for your cooperation in verifying this multiple times.

To put it simply, I think the cause of this problem is a combination of the fact that your PC environment (probably the boot disk and processing speed) is very good and fast, and that it takes a little time to set up your audio equipment (speakers, etc.).
It's possible that the program is issuing the command "Play!" before the speaker is turned on and ready, resulting in a miss (silence).

[Column] Why does no sound sometimes play immediately after startup?

[Solution: Version 1.1.0.3 has been released]

With this update, we have added a function that allows you to freely change the "wait time from startup until sound is played" using the included "settings tool (SoundConfig.exe)."

      1. Install the latest version.
      2. Open the settings screen from the desktop shortcut.
      3. Try increasing the value of "BootDelay" under "Advanced Settings" at the bottom of the screen.
Advanced settings (for advanced users, milliseconds)

      ・First try 3000 (3 seconds).
・If it still doesn't ring, try setting it to 5000 (5 seconds).

By adjusting this value, you should be able to find the timing that's perfect for your environment. (Note: This setting also applies to the timing when waking up from sleep, so it should also improve sleep performance.)

We hope that this will enable you to get the sound to ring properly. We apologize for the inconvenience, but please give it a try.

    • Thank you for your comment, Sano.

To resolve this issue, could you please check the following two points?

      1. Is sound coming from the PC itself? Can you hear other sounds, such as YouTube and music, normally? If you cannot hear any sound, please check that the volume of your PC is not muted and check the speaker connection.

      2. Have you tried the "homebrew tool" mentioned in the article? If there are no problems with your PC's sound but the sign-in sound is not playing, it's likely due to a Windows 11 specification. In that case, you can force the sound to play using the tool provided in this article, so if you haven't installed it yet, please try it.

(*If you have already used the tool and it still doesn't work, it may be a problem with your environment, so we would appreciate it if you could let us know.)

      • 1 YouTube and music play properly through the computer speakers.
2 I'm using the tool in this article, and the sound works fine when shutting down and signing in. (The startup sound hasn't been changed.)
3 I would also like the sound I set when signing out to play when I lock the phone.
        Please! ! ! !

        • Sano-sama

Thank you for reporting the detailed situation.

Regarding points 1 and 2, I was relieved to hear that there was no problem with the PC speakers themselves and that sounds such as shutdown were playing normally using existing tools.

Regarding point 3, "I want to play a sound when locking," we apologize for the wait. We have just released the latest version (Version 1.1.0.0) that supports "lock" and "unlock" sounds, in response to your requests.

The settings screen (SoundConfig) now has new options such as "Lock," so if you specify the same sound file as when signing in or signing out, you should be able to achieve the desired behavior. (With this update, we've made improvements so that you can now also select MP3 files.)

Please download the latest installer (Ver 1.1.0.0) from the download link in the article and try installing it over the existing version. Thank you.

          • Thank you for making a sound when locking.
After installing the latest version and starting it up, I waited a little while and a sound played when I signed in.
But when I start it up and sign in right away, no sound comes out 😭...
            Is Windows Hello the culprit?
By the way, I always use Windows Hello when signing in. (Fast Startup is turned off!)
Also, there is no sound when signing in from sleep mode!
I apologize for bothering you again, but I would like it to ring.

          • Sano-sama

Thank you very much for your detailed verification and report. I'm relieved to hear that there are no problems with operation when locked.

Regarding your report about no sound being heard "immediately after startup" and "when waking up from sleep," we have now understood the situation.

            1. Regarding sign-in immediately after startup: As you mentioned, if you are using Windows Hello, the time from authentication to sign-in is very fast, so it is highly likely that the sign-in process is overtaken before the tool (program) finishes loading when the PC starts up. The reason why the alarm sounds after a short wait is likely because the tool has caught up on preparation.

            2. About waking up from sleep: Waking up from sleep (unlocking) is handled differently within Windows than normal "starting up," so there is a possibility that the current system may miss detection.

Both of these issues can be improved by reviewing the program's "speed-up of startup" and "method of monitoring wake-up events."

We will create a revised version that addresses these issues so that you can use it comfortably, so please give us a little more time. (The fact that you have turned off fast startup will also be helpful for verification. Thank you.)

We will contact you again as soon as the correction is completed. Thank you for your continued support.

          • Sano-sama

We've added a process to slightly delay program loading (waiting for audio to be ready). We've released it as version 1.1.0.1, so we hope you'll check if this improves the issue.
If it still doesn't ring, try adjusting the wait time a little longer.

January 24, 2026, 2:27 AM Update: After further testing, we discovered an issue where the startup sound and unlock sound would overlap in some environments, so we have released version 1.1.0.2 with further improvements.

The latest version (1.1.0.2) introduces "double playback prevention logic" that bypasses notifications for a certain period of time immediately after launch, allowing sounds to be played more smartly.

We apologize for the inconvenience, but we would appreciate it if you could check if the latest version (1.1.0.2) improves the problem. If you still have difficulty hearing the sound, please feel free to let us know and we will make individual adjustments such as lengthening the waiting time.

  • Thank you very much for providing such excellent software, which really hits the spot. I feel like I've found what I was looking for! The only disappointing thing is the 5-second problem. Is there a way to somehow delay the shutdown until the sound has finished? I feel like there should be some kind of lingering feeling at the end. In that case, I feel like 5 seconds isn't quite enough. This is a request from an amateur with no technical knowledge, but I think many people would be happy if it were realized. I would appreciate your consideration.

    • Thank you for your comment, Osamu.

Solving the 5-second problem is extremely difficult due to the current structure of the tool. We may not be able to meet your expectations, but we will consider it to the extent possible.

  • In Windows 11 Pro 24H2, the setting you have made plays after the original Windows 11 startup sound.
I want to stream only what I have set.
I tried to turn off the Windows startup sound, but now nothing is playing. Can anyone tell me how to fix this?

    • Thank you for your comment, Daichi.

After turning off "Play Windows startup sound" in the sound settings, open the tool "Windows 11_SoundON_Sound Settings" and try playing the sound file.
If you hear a sound, click the "Save changes" button and then restart the computer.

If there is no sound at startup,Task managerOpen it and check if there is a process called "WIndows11_SoundON.exe" in the "Details" tab.
      Task Manager - Details tab

If "WIndows11_SoundON.exe" does not exist, please uninstall the tool, then reinstall it and try setting up the sound.

  • Dear Wenbang,
Thank you for the useful software.
It's a sound that plays when the computer shuts down, but the computer shuts down before the sound finishes playing.
Is it possible to make it shut down after the sound has finished playing?

    • Thank you for your comment, UG.

This tool monitors shutdown and sign-out events (requests), so if no events occur, the sound will not be played. Will the sound be played if I restart the computer?

If the sound plays when you restart your PC, try restarting it once.高速スタートアップPlease check out ".
If Fast Startup is enabled, your PC will hibernate instead of shutting down.

    • Dear U.G.,

The tool has been updated, so please try overwriting the previous version and see if the sound plays.
*After overwriting the installation, please check in Task Manager whether the process "WIndows11_SoundON.exe" is running.

      • Dear Wenbang,
Sorry for the late reply. The location where the unit is installed is a place I only go to once a week.
I've heard that you've updated the tool, so I'll try it again next week.
In addition, when I tried according to the previous instruction
The sound plays when I restart, but the computer restarts while the sound is playing.
I also disabled fast startup but the result was the same.

        • Dear U.G.,

          Thank you for your report.

Since then, I've tested various sounds and found that if the shutdown sound is longer than 5 seconds, it stops playing midway. This is because Windows forces the tool to close after a certain amount of time. Please try limiting the sound length to 5 seconds or less.

          • Dear Wenbang
Thank you for checking various things.
The sound I wanted to play was almost 30 seconds long, so I think I'll give up for now.
I'm glad you responded and contacted me.
            Thank you all!

  • I'm using Windows 11 Pro 23H2, and the startup sound plays, but the sign-in, sign-out, and shutdown sounds don't. I always perform shutdown and other operations from the Start menu. Is there any way to make them play?

    • Thank you for your comment, Pam.

Do you mean that it doesn't play even when you use the tool introduced in this article? After selecting the audio file in the tool, it doesn't play even when you click the "Play" button?

        • Dear Pamuf,

The tool has been updated, so please try overwriting the previous version and see if the sound plays.
*After overwriting the installation, please check in Task Manager whether the process "WIndows11_SoundON.exe" is running.

  • I upgraded my laptop (Win10 → Win11) and the one-click shutdown icon did not work, but when I clicked on the Start button to shut down Windows the sound played.

    • Thank you for your comment, Igari-san.

Due to the way the tool works, the sound will only play if there is a shutdown or sign-out event (request). If you shut down or sign out from a batch file or some other tool, the event (request) may not be received and no sound will be played.

  • The sound has been changed. Click Save Changes and then Exit.
When I restart the PC it goes back to normal.
Is it because the original sound filename has Japanese in it?
    The save location is C:\Windows\Media.

Save changes → Sound has been changed.
If you close the file and reopen it, it will revert to normal.

    Saved changes are not reflected.

    • Thank you for using our software, Mr. Igari.

I think the reason is that access to the configuration file is denied due to the user's environment.

      1. Right-click the "Windows 11_SoundON_Sound Settings" shortcut and click "Run as administrator."

      2. When the User Account Control screen appears, click "Yes".

If you set it in this state, it should be reflected, so please check.

We will soon be correcting the software so that it runs as an administrator even when double-clicked to launch it.
