"Startup, shutdown, and sign-in/sign-out sounds don't play in Windows 11." "Even when I edit the registry and display the settings, no sounds play."
Have you ever experienced this? This phenomenon has been reported frequently, especially when connecting a PC and a monitor via HDMI and using the monitor's built-in speakers.
So this time, I'd like to introduce a homemade software called "WIndows11_SoundON" that will reliably play system sounds regardless of the Windows specifications or environment.
I developed this to solve the "no sound problem" that occurred in my environment, but with the update to Ver 1.1.0.0,"Lock" and "Unlock" sounds that cannot be set by defaultIt's not just for fixing bugs, but also for those who want to customize Windows 11 using their favorite audio files (wav/mp3).
How the tool works
The software introduced here works by registering the tool in the Task Scheduler and having it run automatically when the user logs on, keeping it resident as a background process.
While the software is running, it monitors Windows activity and status changes. Specifically, it not only monitors when the user shuts down or signs out, but also when the userNewly supported in Ver 1.1.0.0It also detects events such as locking and unlocking the screen and plays a sound appropriate to each situation.
The sound file information for startup, shutdown, sign-in, sign-out, lock, and unlock is stored in a configuration file called "config.ini", and the location is read from this file and played. The supported sound file formats are:extension".wav" and ".mp3" files.
In addition, to distinguish between "starting up when the PC is turned on" and "signing out and then signing back in," a record is made in the registry when you sign out. HKEY_CURRENT_USER\Software\WIndows11_SoundON A key is created and the value "logoff" is added. By checking this registry value when the tool is launched, it automatically determines whether it is a normal startup (startup after reboot) or a simple sign-in and plays a sound accordingly.

Windows11_SoundON_Inst_v1.1.1.0.zip
- 【new function】We've added an option to "Advanced Settings" that waits for long audio files (5 seconds or longer) to finish playing before shutting down or signing out.
- 【change】To prevent playback from being unintentionally blocked depending on the environment, the default value of "Double Playback Prevention Guard (UnlockGuard)" has been changed to 0.
- 【new function】Added "Advanced Settings" feature: Advanced settings options have been added to the bottom of the settings tool (SoundConfig.exe).
- [New Feature]Boot Delay Adjustment Function: For users experiencing issues with no boot-up sound due to high-speed SSD environments or HDMI-connected speakers, this feature allows you to adjust the waiting time before playback in milliseconds (recommended: 3000-5000).
- [Functional enhancement]Enhanced Double Playback Prevention (UnlockGuard): To prevent the startup sound and sign-in sound from overlapping immediately after startup, we have made it possible to adjust the time for which the sign-in sound is ignored.
- [Improvement]Improved behavior upon waking from sleep: The "BootDelay" waiting setting is now applied when waking from sleep, preventing sound interruptions immediately after waking.
- [Improvement]Introduction of a logic to prevent double playback: To prevent the "startup sound" and "sign-in sound" from playing at the same time when the PC starts up, we have made an adjustment to skip notifications for a certain period of time immediately after startup.
- [Improvement]Stabilization of operation during fast sign-in: This update resolves an issue where startup and sign-in sounds may not play in environments where the desktop is displayed very quickly using Windows Hello (facial recognition/fingerprint recognition), etc.
- [Improvement]Playback support upon waking from sleep: When waking from sleep (unlocking), the system now waits for the audio device to prepare before playing audio.
- 【new function】Added support for "lock" and "unlock" sound settings.
- [Improvement]We've improved the usability of the settings screen. The playback time (in seconds) of audio files is now displayed, making it easier to see which item is selected when choosing a file.
- [Safety measures]We've added a feature that displays a warning when you try to set a long audio file (5 seconds or longer) as the shutdown or sign-out command.
- 【change】MP3 files are now officially supported as a supported format.
- [Modification]We've improved the installer and uninstaller. We now support complete removal from Windows' "Installed Apps" list and have added a shortcut to the Start Menu.
- [Modification]Fixed an issue where sound was not played during shutdown.
- 【change】We've modified the system so that the "config.ini" file is not overwritten during an overwrite installation.
- [Modification]We fixed an issue where access to the configuration file was denied depending on the environment, and changed the "Windows11_SoundON_SoundSettings" process to run as an administrator.

Download Windows XP startup and shutdown sounds
You can download the startup and shutdown sounds for each Windows operating system from the following website.
https://www.winhistory.de/more/winstart/winstart.htm
Windows startup and shutdown sounds (files with the extension .wav, etc.) *This software (Version 1.1.0.0 or later) .mp3 filesIt also officially supports , so you can use your favorite music files.
I use the Windows XP startup and shutdown sounds. After downloading the file, save it in the "C:\Windows\Media" folder (or any convenient location).
How to change the startup, shutdown, sign-in, and sign-out sounds
1. Run the "Windows 11 SoundON Sound Settings" shortcut on your desktop or in the Start menu.
2. The "User Account Control" message will appear, so click "Yes".

3. "WIndows11_SoundON_Sound Settings" will open, and clicking the "Open" button for each item will open the "C:\Windows\Media" folder, where you can select an audio file (.wav or .mp3).
*From version 1.1.0.0, you can also set the "lock" and "unlock" sounds.
Click the "Play" button to play the selected audio and check it. The playback time (in seconds) of the selected file is displayed to the right of each item.
About the length of the shutdown sound
The sound used for shutting down and signing out is more than 5 seconds In this case, a warning message will be displayed on the tool side. This is because, due to Windows specifications, applications (playing sound) are forcibly terminated approximately 5 seconds after the shutdown process begins. To prevent the sound from being cut off suddenly, the sound used for shutdown isWithin 5 secondsWe recommend that you use the following.
4. Once you have finished selecting the audio file, click the "Save Changes" button.
5. When the message "Sound has been changed" appears, the settings are complete. Click OK to close "Windows 11 SoundON Sound Settings."
Changes to the audio file will be reflected immediately.
[Column] Why does no sound sometimes play immediately after startup?
On modern PCs, especially those with fast SSDs, Windows boots so quickly that programs can finish playing sound before the speakers are ready - a phenomenon known as a "race condition."
Why does it vary depending on the environment?
- HDMI/DisplayPort connected monitor: There is a lag (silence period) of a few seconds between the monitor being turned on, receiving the video signal, and then the audio signal being connected.
- USB Audio/Bluetooth: It takes time for the device to be recognized and the driver to be loaded after powering on.
- Laptop built-in speakers: Because it's a direct connection, there's almost no lag, but even so, on a super-fast PC the driver may not load in time.
In other words, the dilemma is that the faster the PC's processing speed, the harder it is to produce sound.
The "BootDelay" feature in this version (Ver 1.1.0.3) is a function that intentionally makes the program "wait" by taking this preparation time into consideration.
- General PC: 2000ms (2 seconds) is sufficient.
- If you are getting sound from a monitor: It may take 3000ms to 5000ms (3 to 5 seconds).
