Win11 KB5039302 "Unresolved" issue: unable to safely remove USB device

Microsoft released a preview of update KB5039302 on June 25, 2024.

KB5039302 includes new features and many improvements, but some of the features will not be enabled immediately and will be rolled out gradually.

Features and improvements listed under "Regular Rollout" below will be applied immediately.

Phased rollout 

These will be rolled out gradually and may not be available to everyone. 

• New! This update adds a new Game Pass recommendations card to the Settings home page. This home page will appear in Home and Pro editions when you sign in to Windows with a Microsoft account. The card will appear if you're actively playing games on your PC.
• NEW! The Show Desktop button will once again appear on the taskbar by default. To change this, right-click the taskbar and select Taskbar Settings. At the bottom of the page you'll find Taskbar Behavior. 
• New! This update affects File Explorer. You can now create 7-Zip and tape archive (TAR) files using the context menu. When you right-click a file, the Compress to item shows you how to compress the file using tools like gzip, bzip2, and more. There's also a new Compression Wizard under Additional Options, which gives you more format choices and adds more details. You can add more files to other TAR-format archives using different types of compression. You can also change the compression level and choose what types of data to store in each archive.
• New! In this update, Emoji 15.1Added support for Windows now supports shapes like the Unicode symbol for family groups. However, Windows continues to use people. Also, some people emojis allow you to choose whether they face right or left. The new emojis are:
  • Horizontal and vertical oscillating

  • 茶色のキノコ
  • Broken Chain
• NEW! You can now copy files from a Windows Share window. Just click the new Copy button.
• New! With this update, we're starting to roll out a new Account Manager in the Start menu. When you sign in to Windows with a Microsoft account, you can see your account benefits at a glance. This feature also makes it easier to manage your account settings.

Normal deployment

• This update addresses an issue affecting the Snipping Tool: On some PCs, audio is distorted when you record video using the Snipping Tool.
• This update addresses an issue that affects the touch keyboard. You cannot type special characters using the touch keyboard. This issue occurs when you use the Japanese 106 keyboard.
• This update addresses an issue that affects USB devices. You cannot remove a USB device by using the Safely Remove Hardware option. This occurs when Task Manager is open.

Normal deployment

• New! This update improves the Virtual Filtering Platform (VFP) in Windows nodes. VFP now has better support for packet drop collection, which makes it easier to troubleshoot issues.
• This update addresses an issue affecting Group Policy where it fails to detect that a network is slow and instead assumes that a fast link is present.
• This update addresses an issue that affects Storage Spaces Direct (S2D) and Remote Direct Memory Access (RDMA). Using them together with SMBdirect on a network causes the network to fail. You also lose the ability to manage the cluster.
• This update addresses an issue affecting the GPU, where the GPU would not enter an idle state to stop consuming power.
• This update adds the registry key HKLM\Software\Microsoft\Windows\DWM ForceDisableModeChangeAnimation (REG_DWORD). Setting the value to 1 (or any non-zero number) turns off the display mode change animation. A value of 0 or the key not being present sets the animation to on.
• This update brings the latest Country and Operator Configuration Asset (COSA) profiles for specific mobile operators.
• This update addresses an issue that affects Azure Virtual Desktop sessions: a deadlock prevents you from signing in to an Azure Virtual Desktop session.
• Firewall profiles are dropped from Domain to Public. This occurs when multiple interfaces exist and you add or remove interfaces. This update addresses this issue.
• An issue exists in the Windows Filtering Platform (WFP) driver. This issue causes high CPU usage on the system. It also causes reduced throughput under heavy load. This update improves network packet handling in WFP, which helps prevent performance degradation. This update also adds batching to reduce CPU load.
• This update addresses an issue where the Input Method Editor (IME) candidate list is missing or appears in the wrong position.

This issue has existed since the release of version 22H2 and has been resolved in the latest update, KB5039302.

However, after checking in my environment, I found that the problem had not been resolved, and as before, I was unable to safely remove hardware if any tab other than "Performance" was open in Task Manager.
