One of the reasons for this is that in some environments, "Optimization for windowed games" is automatically set to "On."
Windowed Game Optimization improves games on your PC by using a new presentation model for DirectX 10 and DirectX 11 games that are displayed in a window or borderless window.
*When you turn on Auto HDR, Windowed Game Optimization is automatically turned on. If you want to turn off Windowed Game Optimization, you must turn off Auto HDR first.

How to turn off "Window Game Optimization"
